Request for Qualifications: Master Planning Services for Healthcare and Mixed-Use Campus
The Del Puerto Health Care District (DPHCD) invites qualified firms to submit Statements of Qualifications for Architectural and Master Planning Services to support the development of a comprehensive Master Plan for the District’s 37.5-acre Healthcare and Mixed-Use Campus.
This exciting opportunity will help shape a visionary and integrated campus that serves the current and future healthcare needs of our communities. The Master Plan will incorporate patient-centered healthcare facilities, senior living, and essential support services into a cohesive, healing-focused environment.
Scope of Services
Requested services will include architectural programming and associated design, engineering, planning, and feasibility services necessary to create a cohesive healthcare campus that accommodates the current and future anticipated healthcare service needs of the communities served through the District. The Healthcare and Mixed-Use Campus Master Plan must seamlessly integrate multiple anticipated components within the development, including patient-centered healthcare, senior living, and support facilities, to ensure functional flow, accessibility, and an environment conducive to healing and well-being.

Questions & Answers:
Question 1: We do not have audited or reviewed financial statements for the delineated time periods and do not have sufficient time within the parameters of the proposal to complete this work. Are there any other financial statements that could be used in lieu of these statements?
Answer 1: The District will accept a compiled financial statement including a profit and loss report (income statement), balance sheet, statement of equity or retained earnings, cash flow statement, and WIP schedule.

Question 2: We understand that selection for the Master Plan work would represent a conflict of interest for involvement in the future Design-Build projects per Attachment D. Does this also apply to possible involvement for the bridging documents for those projects?
Answer 2: Currently, it is uncertain when additional bridging documents associated with future Progressive-Design-Build projects, as outlined in Attachment D, may be prepared or required, or how those bridging documents will be delivered.
If a change order or addendum is issued or agreed to between the District and the selected Master Plan Architect under the Professional Services Agreement for such additional bridging documents, the District does not expect that its current conflict of interest policy will preclude the Master Plan Architect from providing such additional services.
However, if any additional bridging documents are to be prepared pursuant to a separate Progressive-Design-Build or similar procurement or contract, the District’s current conflict of interest policy may preclude the Master Plan Architect from participating in that future procurement.

Question 3: Do we need to include the fee proposal in the pdf version of the proposal?
Answer 2: The fee proposal can be included as a separate file (e.g., FeeProposal.pdf) and independent from the qualifications pdf version.
